The position of Assistant Deputy Director - Analytics is designed to grow and effectively manage the teams tasked with identifying and progressing opportunities for fleet improvements to improve safety and reliability through the use of service failure data and component failure data, and various statistical/analytical tools associated with Reliability Availability and Maintainability (RAM) and Reliability Centered Maintenance (RCM), as well as effectively manage the Industrial Engineering team tasked with developing and maintaining the information necessary to plan and manage the shop, equipment, and manpower resources used to care for the MNR passenger fleet, and drive goal-oriented metrics to support management of Mechanical Operations and reporting to MTA/MNR senior management.
Use RCM-based analysis to identify opportunities to eliminate service failures related to rolling stock.
Use RCM-based analysis to identify opportunities to increase reliability of the rolling stock, systems, sub-systems, and components.
Analyze Mechanical Operations and fleet performance data to provide management metrics used to actively direct and improve operations and performance.
Use RCM-based analysis to identity opportunities to refine/reduce the Life Cycle Cost of the rolling stock.
Create and maintain the comprehensive tactical and strategic Fleet Maintenance Plan with the participation of Mechanical Operations, Equipment Engineering, Quality Assurance, Transportation, Technical Support, and Maintenance Planning for all existing and future rolling stock.
Create and maintain the fleet-level RCM/FRA-based scheduled inspection and maintenance procedures for the fleet with the participation of Mechanical Operations, Equipment Engineering, Quality Assurance, Transportation, Technical Support, and Maintenance Planning.
Create and maintain the RCM-based “scope of work” procedures for vendor/suppliers, in compliance with contract documents, with coordination with the Procurement and Material Management (PMM) group.
Create and maintain Service Disruption Review Protocols (SDRP) to support the efficient evaluation and possible remediation of service failures with the participation of Mechanical Operations, Equipment Engineering, Quality Assurance, and Technical Support.
Provide ad-hock reporting and analysis to the Chief Mechanical Officer and their staff.
Participate and provide technical guidance for the management of AMS and the implementation of the InFor Enterprise Asset Management (EAM) and related systems.
Schedule and conduct Performance Improvement Team (PIT) meetings to include documenting discussions and tracking the closure of actions established during meetings.
Review rolling stock maintenance practices to insure compliance to FRA regulations and APTA recommended practices, as applicable.
Coordinate and feedback all necessary changes to material requirements to the Maintenance Planning - Materials group based on the RCM process.
Participate in the new rolling stock procurements from a maintainability perspective.

Proficient in the use of Microsoft Office suite (Word, Excel, PowerPoint, Visio, and Access), Crystal Reports, and/or comparable applications.
Availability to work various shifts and locations as assigned to support operations 24 hours/day, 7 days a week as required.
Availability to be on call and respond to emergencies as required 24 hours/day, 7 days a week.
Bachelor’s degree in Statistics, Electrical Engineering, Mechanical Engineering, Industrial Engineering, Manufacturing Engineering, or related field.
Minimum of seven (7) years of experience with increasing responsibilities within RAM and RCM functions.
Minimum of five (5) years of experience leading teams of RAM and RCM experts.
Master's degree in Business Administration, Statistics, Electrical Engineering, Mechanical Engineering, or Industrial Engineering.
This is a safety sensitive position and subject to toxicology testing.
As an employee of Metro-North Railroad you may be required to complete a New York State financial disclosure statement, if you earn more than $97,448.00 or if you hold a position designated as a policy maker.
Effective September 2017, all full-time non-agreement personnel other than those directly involved with the movement of trains or delivery of service, or assigned to other emergency response teams, are required to serve in the Station Terminal Auxiliary Response (STAR) program requiring Terminal coverage for Grand Central Terminal (GCT) from 4:30 PM-7:30 PM one week per year or responding to Station STAR duty during a service disruption, system-wide at various hours including nights and weekends. This program is designed to improve Metro-North’s ability to provide customer service during emergencies that impact service delivery or other service disruptions that require staff to provide directions and information to MNR customers at GCT or outlying stations. Please note, hours worked during your participation week are subject to change.
