This Deputy Commissioner will assist the Road Commissioner in managing the maintenance and operations of the Road Dept. Duties include: supervising the Road Maintenance Superintendent, Road Maintenance staff and Shop staff; participating in strategic planning, policy development and budgeting; planning, organizing and evaluating staff activities directly and through subordinate supervisors; directing the design and construction of projects by negotiating and administering contracts and managing payment for services; supervising the maintenance of county airports; representing the Department with members of boards and commissions, developers, contractors, business groups and the public; prioritize and allocate available resources, review and evaluate program/service delivery; forecast needs for staffing, equipment, materials and supplies; prepare annual material bids and ensure procurement of equipment; and prepare a variety of written correspondence, reports, procedure and other written materials.
Knowledge of: land use, physical design, demographic, environmental and socio/economic concepts as applied to public projects; management principles and practices, including goal setting, program development/implementation/evaluation, and management of employees; principles and techniques of capital improvement design, construction, funding and long-term maintenance; management of federal and state-funded projects; traffic engineering; principles and practices of automotive and equipment purchase, maintenance and repair; public sector accounting; and techniques for making effective public presentations. Skills in staff training and development; and interpreting, applying and explaining complex federal, state and local laws will be required. This Deputy Commissioner must have a combination of education and experience equaling four years of college-level course work in engineering or business/public administration plus four years of administrative or supervisory experience in a roads/public works setting.
