This position will lead the company's above and under ground Asset Management programs in Rialto, CA which consist of water and wastewater infrastructure throughout the community. The team member will ensure timely implementation of all related contract deliverables. Integrate Asset Management disciplines and/or best maintenance practices will be carried out in detail as established.

Must have and maintain valid driver’s license and safe driving record.
Three to ten years’ experience within a program management environment in the engineering, public utility management, consulting or construction industry. It is desirable to have knowledge of the methods, techniques, principles, practices, and management of water/wastewater treatment, water distribution and wastewater collection systems. It is highly desirable to have experience with the various stages of managing infrastructure assets such as operations and maintenance field activities, data and information management systems, information analysis, hydraulic modeling, asset criticality risk models, capacity, capital and financial planning, and capital program management.
Demonstrated leadership ability with an understanding of Business / Project Development / Client Management principals. Knowledge of Assets / Capital Program Management, QA/QC procedures, Safety, Environmental and Process / Operations Management.
Demonstrated ability to develop, implement, and manage program to an on schedule completion and within budget.
Demonstrated ability to regionally network in the water utility management industry at the regulatory, planning/engineering, consulting, contractor, management and operational levels.
Demonstrated effective communication, presentation and interpersonal skills in order to interface with and motivate all levels of personnel including but not limited to Mayor, City Manager, City Council, General Manager, Senior Management Team, Supervisor, Manager and Utility Technician.
Demonstrated ability to prepare accurate, effective, and complete and easily understood written communications, persuasive presentations, and reports.

Work Environment: This job involves working primarily indoors with occasional outdoor site inspections under a variety of weather conditions. Working safely in both indoor and outdoor situations to observe and report and potential direct field planning and work activities will be expected. This job does not typically include travel aside from meetings or training.
Interface with VP of Operations, Project Managers, Local Project Staff, Clients, as well as Regional and Corporate technical support to establish plans and schedules for asset management program implementation, continuation, and improvement. This includes internal project audits, staff training programs, review of the data base propagation, reporting, and sustainability of the program. This also includes reviewing the performance of project to assure contract and program compliance.
Provide database implementation and management for computerized maintenance management systems (CMMS). This includes standardization of data such as hierarchy, asset types, manufacturer codes, etc., workflow organization, inventory management, Key Performance Indicator monitoring, attribute and spec data entry, and reporting development. This applies for both above and below ground management systems and for both water and wastewater facilities.
Perform ongoing QA/QC of CMMS data including, but not limited to, creation of work orders, logging of labor, parts, and material, purchasing and inventory management through CMMS, failure coding, attribute and spec data entry, and cleaning and CCTV data. Provide oversight of cost to work order connection to ensure reimbursement.
Perform development and delivery of contract deliverables including, but not limited to, OR&R budget tracking and 5 year plan, 5 year Capital Plan, PM Schedule, Annual Hot Spot report, annual Baseline Facility Record update, Asset Management Strategy document, and annual condition assessment.
Assist in the implementation, monitoring, and facilitation of predictive maintenance programs and condition monitoring for above and below ground asset management programs.
Provide oversight and support to the development and implementation of Planning/Scheduling programs at the Water and Wastewater facilities.
Provide the bi-weekly update of the OR&R budget tracking sheets.
Perform facility audits for contract and policy compliance as well as identifying cost saving measures. Develop corrective action plans for targeted action items and providing periodic follow-up.
Facilitate and document risk discussions such as criticality reviews and reliability centered maintenance (RCM) studies.
Develop reporting documents and presentations as necessary. This may include documents related to Asset Management Plans, Budgeting, Capital Improvement Plans, and other areas.
