Bonneville Power Administration seeks qualified individuals to serve as a Hearing Officer in proceedings to establish the rates and terms and conditions for Bonneville’s wholesale power sales and transmission services. Bonneville intends to create a pool of individuals that have been prequalified to serve as a Hearing Officer for Bonneville proceedings. When a Hearing Officer is needed, Bonneville will request services from one individual in the Hearing Officer pool, and the individual will have the option to either accept or decline Bonneville’s request for work. This announcement seeks to expand Bonneville’s Hearing Officer pool.
Hearing Officers are needed to preside over Bonneville’s formal wholesale power and transmission rate proceeding conducted under Section 7(i) of the Northwest Power Act and its separate formal proceeding conducted under Section 212(i)(2)(A) of the Federal Power Act to establish terms and conditions for transmission service under Bonneville’s open access transmission tariff. Generally, these two proceedings run concurrently, and one hearing officer administers both proceedings. Hearing Officers are responsible for compiling the evidentiary record in a proceeding and, in the transmission terms and conditions proceeding, for issuing a Recommended Decision.
Applicants should have five or more years of energy, regulated industries, administrative law, hearing officer/administrative law judge, or judicial experience, and be a member in good standing of a state bar. Knowledge of or familiarity with the Federal Energy Regulatory Commission’s pro forma tariff, rules and regulations, and electric utility transmission services is highly desirable, but not required.
