| Manages the daily operations and maintenance of the Water Pollution Control Facility, its ten associated remote lift stations, and operations and maintenance of the downtown flood system pump stations. Position Schedule: Monday-Friday, 7:00am-4:00pm; ability to respond to emergencies
Salary: $85,987.20 to Commensurate
Successful completion of a pre-employment background check, physical examination (if applicable) and drug screen are required prior to employment with the City of Cedar Rapids. Examples of Essential Duties: - Manages and implements day-to-day assessments, validating effective operational processes, techniques, and functions of the city’s water pollution control plant and related facilities.
- Reviews and analyzes methods, equipment usage and performance metrics to implement and recommends implementation of water pollution control plant performance and quality improvement systems.
- Evaluates the standard operating procedure and process efficiency; streamlines water pollution control treatment operations ensuring compliance with regulatory standards including National Pollutant Discharge Elimination System, and Environmental Protective Agency.
- Manages and evaluates work assignments, prioritizes special projects, and completion time frames; approves time and attendance and ensures adequate staffing levels based on schedules; conducts investigations on grievances; conducts performance reviews, monitors performance, and provides ongoing guidance for performance improvement.
- Trains and works closely with staff, vendors, and contractors on policies and standard operating procedures for work practices, working instructions, process safety management protocols and incorporates engineering solutions to safety hazards; facilitates meetings with team on methodologies and techniques, designs updates to process equipment and process control standards and key related topics.
- Maintains facility records and monitors operational and treatment reporting criteria requirements for generating regulatory reports and complies with timely filings to the state, federal, and local regulatory compliance agencies; tests water treatment through various test analysis and field data collection reports.
- Plans and coordinates plant operations and maintenance activities with consultants and contractors during capital improvement projects and revises preventative maintenance processes and procedures; serves on the utility management team and recommends capital improvement projects.
- Plans, prepares, and monitors budget for accuracy and maintains expenditures.
- Develops purchasing specifications, request for proposals and professional service contracts for the purchase of goods and services.
- Monitors and measures the quality control of services provided by contractors, consultants, and vendor products are consistently meeting the regulatory agency requirements and exceeding the city quality standards.
- Serves as liaison to residential, commercial and industrial users, responds to treatment capability inquiries and responds to plant related emergencies. Serves as an expert in the field of wastewater and a specialist in the field of biosolids, activated sludge, disinfection, odorous air handling, solids handling, other wastewater related issues, and flood response measures.
- Responds to customer questions and complaints, gives tours to dignitaries, news media, city staff, and interested wastewater operators from other communities.
- Participates in citywide initiatives and attends meetings, committees, planning groups, in order to stay up-to-date on trending business models.
- Performs related work as required.
