This Senior Project Manager will join the recently created Data & Analytics unit, which was established to be a hub for data analytics, data science, data collection and data management as part of the Policy & Innovation Section in Transportation Services. The Senior Project Manager will report to the Manager of Transportation Data & Analytics and will be responsible for leading the Division's transportation data collection program. The Senior Project Manager will lead a work program to modernize data collection practices, to bring a strong customer service focus to internal and external data clients and to bring a multi-modal focus on pedestrian, bicycling and freight data to the Division's data collection program. The Senior Project Manager will also lead a shift towards permanent multi-modal data collection, to explore and procure new and emerging data sources for the Division, and to work closely together with data science and analytics staff to provide data expertise to key Divisional work programs including Vision Zero, Traffic and Signal Operations, the Cycling Network Plan, the Congestion Management Plan, and the Surface Transit Network Plan. Major Responsibilities: Setting the Strategic Direction for the Data Collection Program - Develops strategic work plans and long range objectives for the Unit.
- Provides ongoing research of industry best practices in traffic data collection, new data collection technologies, multi-modal evaluation and Vision Zero data collection while fostering and maintaining effective relationships with traffic data collection managers in peer cities in North America
- Supports the planning and evaluation of high-priority transportation programs such as Vision Zero, the Congestion Management Plan, the Surface Transit Network Improvement Study, the Cycling Network Plan and other high priority initiatives.
- Represents the Policy & Innovation section regularly at meetings for large-scale, complex initiatives related to data collection and analysis, project evaluation, and policy development.
Managing the Day-to-Day Operation of the Data Collection Program - Manages the Division's transportation data collection program, including the intake of new collection requests, validation of data from contractors and delivery of traffic data to internal clients.
- Manages the Division's collision data program including working closely with the Toronto Police Service to maintain, quality control and validate collision data, and providing the data to support engineering and planning projects.
· Works together with the Manager of Transportation Data & Analytics to prioritize the backlog of Data Collection projects, maintaining a focus on excellent customer service, strategic priorities and highest-impact projects · Prepares reports and submissions (e.g. briefing notes, staff reports, and other correspondences) for the Division and City Council. · Organizes and delivers presentations to Committees of Council and/or senior management, and at conferences, seminars, and events, as required. Supervising, Coaching and Mentoring Staff · Supervises, motivates and trains assigned staff regarding data collection, management and customer service for data requests to encourage effective teamwork, high quality of work, continuous learning and an inclusive culture of innovation in others. · Supervises the day to day work of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary. Managing Data Collection Procurements and Contracts - Develops Terms of Reference, scope of work, specifications and materials for projects and consultant requirements, ongoing liaison between Corporate Purchasing and program staff, evaluation of proposals, recommendation of the selection of consultants for assigned projects, execution of legal agreements and contracts and ongoing contract management with selected vendors.
- Manages assigned projects and provides contract management to ensure effective teamwork, communication, and high standards of work quality in a complex municipal environment.
