Senior Water Construction Inspector Full Time / Part Time Monday – Friday 7:00 a.m. – 4:00 p.m. RA Consultants has an opening for a Louisville, KY based Senior Construction Inspector in our dynamic consulting environment. RA Consultants, LLC is a private consulting firm specializing in providing services to federal, state, and local governments as well as private companies. Essential Job Functions for this Position will include: • Inspect contract and crew construction to assure that work done by contractors and crews is in accordance with client. Technical and Supplementary Specifications, plans, permit conditions, Policy and Procedures and Work Instructions. • Projects to be inspected will primarily include pipeline construction, but may also include water storage towers, booster pump projects, pressure reducing stations, demolition work, service work, etc. • Maintain records of construction, measures, and keeps measurements of rock and other varying quantities for adjustment of contracts in accordance with unit prices. Develops construction return records and “as built” drawings for recording completed construction documents and verifies all work quantities for timely payment of contractor by the project manager. • Responds to complaints from the public related to contractor’s work. • Keeps aware of changing field conditions, which will cause a contract to change in the scope of work. Resolves problems as much as practical by field adjustments, and immediately advises Project Manager or other manager as necessary of changes that will affect the contract price or significantly alter the scope of work included in the contract. • Reviews project plans, specifications, permit conditions, and job site conditions and thoroughly reviews the scope of work, schedule of work, construction methods with the contractor prior to beginning work on a contract and provides contractor evaluations. • Under the direction of the Company Inspection Supervisor or Project Manager, the Inspector schedules and coordinates contractor activities affecting operation of the water system, including proper coordination of water main shut-off, disinfection and dichlorination according to Company Policy and Work Instructions. • Review and interpret project design plans and specifications; report to project manager when additional clarifications required. • Responsible for the quality assurance and quality control of the project per the specifications and design plans. • Attend design review, pre-construction, and progress meetings. • Inspect construction materials delivered to job sites and ensure compliance with approved shop drawings. • Observe construction operations on-site and serve as Owner’s liaison with the contractor to ensure that work is performed in accordance with the plans, specifications, and other contract requirements. • Notify contractor of any work that is performed which is believed to be unsatisfactory, faulty, or otherwise does not meet the requirements of the construction contract (including safety-related issues). If deficiency is not repaired immediately or potential changes to scope and budget are needed to rectify problem, immediately notify project manager. Inspector will enforce the specifications without assistance from Project Manager. • Review contractors pay requests to confirm quantities installed or percent complete. • Ensure that construction contractors comply with water permit requirements. • Document work progress through daily inspection reports and digital photos. Coordinate with Special Inspector and testing agencies to perform required tests when necessary to meet the requirements outlined in the specifications. • Verify that construction-related tests are performed when necessary and meet the contract requirements. • Verify that equipment and system start-up procedures are followed. • Maintain construction project files and documents. Prepare final punch-lists as a condition of Substantial Completion Certificates • Coordinate with property owners affected by construction activities. • Responsible for quality control and compliance with contract documents and will be required to sign an affidavit to this effect at completion of projects. • Plan and provide for safety in all aspects of construction work to ensure that employees and the general public are protected from accident and harm. Reports all safety concerns to Process Owner or Project Manager.
Required Skills and Experience: • High school diploma or equivalent and five (5) years’ experience of water utility pipeline construction or inspection experience. • NICET Level III or above Certification in Underground Utilities Construction – Water and Sewer Lines, or a Classification III-D or IV-D Certification in Drinking Water Distribution, or Classification III_A or IV-A Certification in Drinking Water treatment in the State of Kentucky. • Minimum of a NICET Level I or above Certification in Underground Utilities construction – Water and Sewer Lines; or a Classification I-D or above Certification in Drinking Water Distribution, or a Classification I-A or above in Drinking Water Treatment in the State of Kentucky. • Valid Driver’s License. • Must have the ability to: effectively communicate in written and oral form; drive a motorized licensed vehicle; stoop; bend; climb – including into and out of trenches; crawl – sometimes into small, confined areas; walk – over smooth and rough terrain and lift small objects up to 50 pounds. • Must have the ability to read and understand construction drawings, experience in plumbing and pipefitting, general knowledge of engineering principles and techniques, the ability to apply mathematical principles in compiling and computing data, calculating areas and volumes, and good organizational skills to file and maintain records, documents, and paperwork. • Must be competent in computer skills and Microsoft Word, Excel, and Outlook. • Must be competent in gathering field data in order to complete construction as-built drawings, water quality sampling forms, field measurements, construction as-built drawings, water quality sampling forms, field measurements, documentation of project construction events, incidences and status and update project information for client. • Must have received and are currently trained in all safety training necessary to fully complete the Work safely, including, but not limited to, confined space and excavation safety training. • Must be trained in Erosion Prevention and Sediment Control (EPSC) Ordinance Training for On-Site Contractor representatives, or equivalent. • Must attend and participate fully in Company work team meetings, if requested. This is an independent contractor position which pays between $40 - $45 per hour depending upon qualifications. As such, this position does not have benefits.
