Position Overview

The Illinois Environmental Protection Agency (Illinois EPA) is seeking a highly qualified individual with strong leadership skills whom possesses a Professional Engineering (P.E) License from the State of Illinois to serve as the Bureau of Land Permit Section Manager. The successful candidate will manage and direct a staff of professionals comprised of managers, engineers, geologists, and specialists charged with administration of all phases of the State’s permitting system in the Bureau of Land. The successful candidate will ensure compliance with State and Federal regulations, set priorities for their units, ensure site remediation is completed in accordance with regulations, and ensure project reviews are completed within regulatory timeframes. Job Responsibilities

35%  1. Serves as Section Manager of the Bureau of Land, Permit Section;

• Plans, organizes, and directs the State-wide activities in the Permit Section, to assure compliance with State and Federal regulations
• Develops, reviews and implements program procedures and controls
• Set priorities and evaluates progress of the program objectives
• Evaluates program effectiveness and implements changes to cover new State and Federal programs and revisions in regulations
• Participates in the interpretation and evaluation of complex engineering and design processes that require a Professional Engineer license

30%  2. Serves as full-line supervisor by planning, directing, and managing/supervising professional and technical staff in the Permit Section;

• Assigns and reviews work
• Provides guidance and training to assigned staff
• Counsels staff regarding work performance
• Reassigns staff to meet day-to-day operating needs
• Establishes annual goals and objectives
• Approves time off

• Adjusts first level grievances
• Effectively recommends and imposes discipline up to and including discharge
• Prepares and signs performance evaluations
• Determines and recommends staffing needs

15%  3. Responds or directs the preparation of responses to verbal and written inquiries of Federal and State rules, regulations, and laws regarding permitting of Illinois facilities;

• Participates in site investigations, conferences, and meetings throughout the state to represent the Bureau Chief/Deputy Bureau Chief and BOL at meetings and conferences
• Speaks to various academic, industrial, and public groups on pollution programs
• Serves as expert witness or testifies at Pollution Control Board or court hearings
• Travels in performance of duties

10%  4. Maintains liaison with other Federal and State divisions, sections/units, and coordinates interdivisional programs;

• Interprets State, Federal, and Bureau of Land (BOL) policy for subordinates, other agency personnel and public
• Serves as member of appointed decision groups in the BOL and/or the Agency
• Participates in state and national level meetings

05%  5. Participates in the negotiation of Federal grant commitments and obligations;

• Prepares budget issue papers and discussion documents
• Conducts meetings relative to State and Federal Permit Programs that include Resource Conservation and Recovery Act (RCRA) and Underground Injection Control (UIC) Permits

05%  6. Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

Revolving Door:

Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during State employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (“OEIG”) or may be subject to a fine.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Environmental Protection Agency’s discretion.

The IEPA does not provide sponsorship for employment visa status (e.g. H-1B visa status).  To be considered for permanent IEPA employment, applicants must be currently authorized to work in the United States on a full-time basis.
