Employees in this class apply professional civil engineering knowledge and skills to perform engineering work in the design, investigation, and construction of one or more of the following: water/wastewater, streets, transportation, or other infrastructure projects. Work includes the preparation of plans and specifications and project management on assigned projects. Assignments require the application of independent judgment and initiative to the design and/or review of construction projects. An administrative superior assigns work in terms of general instructions. Work is spot-checked and reviewed for accuracy and the nature and propriety of final results.

Prepares engineering designs, specifications, costs, and quantity estimates in areas such as water and wastewater, streets, transportation, and infrastructure projects; obtains required easements or permits for water and sewer lines, streets, drainage, etc.
Assists in the development of water and sewer or transportation projects.
Conducts site inspections of construction projects and discusses problems that may require project deviations with affected crews or contractors. Recommends methods of resolving unusual, complex engineering problems related to water and sewer, transportation, or related infrastructure construction.
Acts as project engineer; researches applicable codes, regulations, and requirements for assigned projects; develops engineering plans and compiles preliminary layout of plans; writes specifications for plans; coordinates required advertising for bids; advises contractors and construction inspectors during actual construction.
Reviews plans through “red-lining” and plan review comments of development plans and assists with final decisions and coordination of development permits.
Facilitates engineering bid proposals on County projects and provides bid recommendations to the Board of Commissioners.
Investigates citizen complaints regarding engineering projects and makes recommendations for corrective actions as needed.
Supervises or acts as survey party chief for in-house surveying requirements.

Considerable knowledge of the principles and practices of civil engineering as applied to water and wastewater facilities and infrastructure design and construction.

Considerable knowledge of state and federal regulations and standards for water and wastewater facility, transportation, and related infrastructure design.
Considerable knowledge of Geographic Information System (GIS) based infrastructure inventory development and Computer-Aided Design (CAD) software.
Knowledge of land surveying and engineering methods and techniques.
Knowledge of work zone safety techniques.

Ability to sit, stand, walk, climb, crawl, bend, stoop, kneel, and carry light to moderately heavy objects in order to perform a variety of work-related tasks.
Work is performed in both an office and an outdoor environment. Employees are exposed to dirt, dust, noise, machinery with moving parts, rough terrain, and occasional sustained exposure to hot, cold, or inclement weather. An employee is required to move around construction sites and may use tools requiring manual dexterity.

Bachelor’s degree in Civil Engineering or a related field.
Three (3) years of experience in the design and construction of water or wastewater, transportation, or other public works projects.
ORhave a combination of education, training, and work experience that is equivalent to #1 and #2 above that provides the requisite knowledge, skills, and abilities for this job.
Engineer-In-Training (EIT) certification. If registered in another state, must obtain State of Georgia certification within six (6) months of the date of hire.
