Prince William County, Virginia, is seeking an experienced Landfill Operations Manager in the Solid Waste Division of the Department of Public Works. This is a professional position that will lead a team responsible for daily management and operation of the County’s sanitary landfill and associated environmental control systems; overseeing an organics composting facility operated by a third-party vendor; supervising the work of over fifty employees; establishing performance standards and tracking and analyzing metrics; ensuring safe work practices; managing the maintenance, repair, and replacement of facilities, vehicles, and equipment; preparing and maintaining operational and regulatory documentation; and administering contracts.
The ideal candidate will have a bachelor’s degree and a minimum of five (5) years of progressive, full-time, related experience in the solid waste management industry, including managing an active sanitary landfill. A Virginia Department of Professional and Occupational Regulation (DPOR)Class II Waste Management Facility Operator License or ability to obtain the license within six months of hire is required
ABOUT THIS ROLE:
This position works largely independently, both in the office and in the field, with minimal supervision and under the general oversight of the Assistant Director of Public Works for Solid Waste. The work requires sound and ethical judgement and the ability read, understand, and conform to a wide-range of complex regulatory requirements and permits related to air, landfill gas, groundwater, storm water, leachate, erosion and sediment control, and other environmental mandates. Thorough knowledge of the methods and best practices for active landfill operations and maintenance of closed areas is required. The ability to read, understand, follow, and implement engineering plans, drawings, and reports is also essential. The job requires effective communication and collaboration with facility employees, as well as other Division staff that share responsibility for landfill engineering projects and regulatory compliance. The job also requires frequent contact with other county departments, consultants, contractors, government agencies, and the general public.
QUALIFICATIONS AND REQUIREMENTS:
Bachelor’s degree from an accredited college or university is required.
Minimum 5 years of full-time related work experience in the solid waste industry to include experience managing active landfill operations is required.
Minimum 2 years of full-time supervisory experience that includes directing and evaluating employees is required.
Current Virginia DPOR Class II Waste Management Facility Operator License or ability to obtain the license within six months of hire is required.
Possession of SWANA’s Manager of Landfill Operations (MOLO) certification is desired.
Possession of a valid driver’s license is required.
KNOWLEDGE, SKILLS, AND ABILITIES:
Sound working knowledge of principles and practices for operation and management of a sanitary landfill.
Working knowledge of Virginia and federal regulations for design, construction, operation, and monitoring of sanitary landfills and associated environmental control systems.
Ability to ability read, understand, and ensure conformance to a wide-range of regulatory requirements and permits related to air, landfill gas, groundwater, storm water, leachate, erosion and sediment control, and other environmental mandates.
Proven ability to manage staff including assigning work and projects, reviewing work schedules, providing training and mentoring, establishing and tracking work standards, evaluating and documenting performance, counseling, and recommending disciplinary action.
Ability to effectively organize, establish priorities, monitor, and complete work objectives and projects.
Ability to gather and evaluate operational data and develop, implement, and monitor solutions to improve teamwork and efficiency and address operational issues.
Ability to develop procedures, job aids, inspection forms, checklists, and other documents to support safe and effective facility management.
Ability to administer contracts and ensure adherence to procurement and contract requirements.
Ability to direct and monitor proper use of vehicles and equipment, assess maintenance and replacement needs, and develop a multi-year replacement plan.
Ability to develop and maintain effective, professional working relationships with employees, consultants, contractors, and government agencies.
Strong and effective written and spoken standard English communication skills, including the ability to prepare and present clear, concise, and grammatically correct correspondence, written reports, and information.
Skill in the use of Microsoft Office Suite to include Word and Excel.
This position is considered to be an essential, on-call employee. Responding to emergencies, inclement weather, and other issues that may impact facility operations after normal working hours, including on holidays and weekends, is required.
This job is a safety-sensitive position that requires wearing personal protective equipment. The job requires the ability to walk long distances over rough terrain in noisy and dusty conditions, as well as climbing, balancing, bending, stooping, kneeling, crouching, reaching, standing, pushing, pulling, grasping, and lifting up to 50 pounds. Ability to work in inclement weather and around vehicular traffic and heavy equipment is also required. Driving a County vehicle is an essential part of this job.
The typical work schedule for this position is 37.5 hours per week, Monday to Friday. Occasional evening and weekend work is required. Work after hours may be required in the event of inclement weather or a department or County emergency.
