Prince William County Public Works, Solid Waste Division is seeking an experienced, detail-oriented Senior Environmental Program Manager. This position will manage the Division’s federal, state, and local environmental compliance efforts and will oversee a team of employees responsible for performing specialized environmental monitoring, engineering, and construction project management at the County’s municipal solid waste landfill and yard waste composting facility.
The ideal candidate will have a bachelor’s degree or higher in the natural or physical sciences; environmental or civil engineering; or environmental policy, law, or planning with a minimum of eight (8) years of progressive experience related to environmental compliance programs. Experience with permits and regulations pertaining to municipal solid waste landfills is preferred.
ABOUT THIS ROLE:
This is a manager-level position that works largely independently, both in the office and in the field, with minimal supervision and under the general oversight of the Assistant Director of Public Works for Solid Waste. The job requires sound and ethical judgment and the ability to effectively collaborate and communicate with other employees, consultants, contractors, and agencies in a professional and respectful manner at all times. Responsibilities include directing and overseeing environmental permits, programs, personnel, and related contracts; interpreting applicable local, state, and federal laws and regulations; ensuring regulatory compliance and appropriate recordkeeping; planning projects and developing budgets; and coordinating with internal and external agencies and the public. This position will supervise at least four employees and will direct, organize, prioritize, and assign work; develop work plans and schedules; conduct performance evaluations; and make hiring and disciplinary recommendations. This position will also provide instruction in work methods and procedures and will review and verify the work of other staff, consultants, and contractors.
QUALIFICATIONS AND REQUIREMENTS:
High School Diploma or G.E.D is required. Bachelor’s degree or higher in the natural or physical sciences; environmental or civil engineering; environmental policy, law, or planning; or a related field is preferred.
Minimum 8 years of full-time progressive experience related to environmental compliance programs is required. Experience with municipal solid waste landfill regulations and permits is preferred.
Experience supervising and evaluating employees is preferred.
Possession of SWANA’s Manager of Landfill Operations and/or Virginia DPOR Waste Management Facility Operator’s License, or ability to obtain within one year of hire.
Possession of a valid driver’s license is required.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of federal and state regulations for the design, construction, operation, and monitoring of solid waste municipal landfills and associated environmental permits.
Ability to use computer software applications including Word, Excel, PowerPoint, MS Project, and AutoCAD.
Ability to effectively plan, organize, establish priorities, and complete projects in accordance with established schedules and budgets.
Strong and effective written and spoken (English) communication skills, including the ability to prepare and present clear, concise, and grammatically correct correspondence, written reports, and information.
Ability to develop and maintain effective working relationships and use sound and ethical judgment when dealing with County staff, consultants, contractors, government agencies, and the general public
This job requires the ability to walk long distances over rough terrain in noisy and dusty conditions, as well as bending, stooping, and lifting up to 20 pounds. The ability to work around vehicular traffic and heavy equipment is also required.
Monday to Friday (37.5 hours/week); occasional evening work may be required.
This position may be eligible for telework after the completion of the probationary period.
