Under the Direction of the Town Manager, the Town Engineer is responsible for managing the design, construction, and inspection of the Town’s large-scale capital projects, as well as plan review and inspection of infrastructure-related elements associated with site developments. Additionally, this position oversees the Public Works Director and Public Works Department and the Capital Projects Senior Manager.
The Town Engineer is an exempt position that performs highly skilled and professional level engineering work. This position applies the principles and practices of the following: civil engineering, land surveying, construction, and traffic and transportation engineering including standards, policies and technical issues. This position oversees capital projects, development, and construction inspections.
This position works closely with the Community Development Department staff as the reviewer on pending development applications and building permits, and oversight on Town projects designed by third party consultants.
Provides leadership, professional expertise, and direction in the planning and operation of the Town’s Public Works Department to meet the Town’s goals, vision, values, and strategic plan.
Develops, presents, administers and monitors department budgets, requests and capital improvements.
Performs advanced engineering review and evaluation of project proposals including submittals and engineering reports for developments including water, sewer, geotechnical, storm water drainage, roadways, and traffic reports.
Town liaison and staff contact with the Summit County Transit Board and the Summit Stage leadership staff in the promotion and production of the Town’s multimodal transportation goals.
Project interaction with Colorado Department of Transportation (CDOT) on concept plans, designs and execution of Frisco projects.
Represent the Town at the Intermountain Transportation Planning Region meetings and advocate for projects that would be helpful to our interests on I70 and all CDOT highways.
Review, maintain, modify the Town municipal codes related to design and construction as required. Develop recommendations for guidelines and policies pertaining to construction within the Town and for Town projects.
Technical review of site development and subdivision submittals to ensure conformance to Town, Engineering and Development Standards
Review and oversee private development construction within the Town pertaining to proposed public infrastructure to ensure compliance with Town ordinances, policies, permits, agreements and regulations.
Review any proposed variance requests, traffic studies, and drainage studies relating to Town Engineering Standards and Criteria. Approves and inspects work for all projects involving public acceptance of infrastructure located within the city rights-of-way.
Oversee private engineering firm contracted by Town for Town projects.
Creates and manages, with state of the art practices, Town’s asset management plan to inventory Town infrastructure, its age and recapitalization.
Manages the Public Works Director and is accountable for the efficiency, discipline and conduct of the department.
Manages the Senior Capital Projects Manager and is responsible for the capital improvement plan including short and long term goals, objectives, cost estimates, and project scope.
Develop and utilize Town approved services contracts, request for proposals, and bidding processes.
Establish high standards of professional service to customers, employees, and citizens, and enforce the same through equally high standards of employee conduct and performance.
Participate in conferences and meetings as appropriate.
Adheres to Town of Frisco policies, standards, and regulations including but not limited to proper attire, safety procedures, and overall professionalism.
Ability to function and make good decisions in the absence of a supervisor.
Communicates in a professional, courteous and timely manner both verbally and written when dealing with customers, coworkers, developers, and the general public.
Establishes and maintains effective working relationships with customers, coworkers, developers, contractors, consultants, and the general public.
Performs other duties as may be assigned from time to time by Assistant Town Manager and/or Town Manager.

Twelve years of progressively responsible experience in professional civil engineering, infrastructure construction and maintenance required.

Seven (7) years of increasingly responsible supervisory / management experience required.

Language Ability:
Ability to communicate effectively in English, both verbally and in writing, is required; fluency in Spanish (preferred) is compensated based on proficiency measurement from the American Council of the Teaching of Foreign Languages structure

Town Council meetings, currently held on the second and fourth Tuesday of the month from 4PM – ~9PM. Other holidays, weekends and evenings are infrequent but may be necessary due to construction implementation needs
