Utah Transit Authority seeks to fill a pivotal executive position within its leadership team – Chief Operating Officer. Reporting to the Executive Director, the COO is responsible for leading and managing all bus, commuter rail, light rail, paratransit, special services, and asset management for UTA while ensuring all labor and employee relations activities are conducted in a manner consistent with UTA mission, goals, objectives, and values.
Founded in 1970 and headquartered in Salt Lake City, the Utah Transit Authority is a public transit district made up of participating municipalities, counties, and the State of Utah. UTA provides public transportation throughout the Wasatch Front of Utah, in the United States, including Ogden, Provo, Salt Lake City, and Tooele. In addition to directing and coordinating all aspects of asset management and operations, the ideal candidate will also feel confident in working with the Executive Director and Board of Trustees to establish budgets, service plans, and ridership goals as well as safety, efficiency, and quality standards; fostering a culture of employee engagement; working with the executive team to develop new services, jointly developing operating policies, budgets, procedures, and strategic business objectives; overseeing asset management; and representing UTA with local elected officials and other key stakeholders.
This position requires a degree, preferably a master’s, in business or public administration (or equivalent), plus seven (7) years in management, strategic planning, policy making, and business strategy implementation, which should include five (5) years of senior-level management in the transit industry. A combination of relevant experience, training, and/or education may be considered as sufficient.
Additionally, candidates must possess the following abilities, knowledge, and skills: ability to implement complex business strategies through a variety of necessary means; significant labor relations and operational expertise; influence, communication, and coordination within and outside of formal authority channels; strong writing, presentation, and facilitation skills; strong analytical skills; and independent decision-making skills.
