The Rock Island County Metropolitan Mass Transit District, MetroLINK, a multi-modal transit system in Moline, IL serving the “Quad Cities” in Illinois, is looking for its next CEO/Managing Director.
Moline, situated in the beautiful junction of the Rock and Mississippi rivers, only two and a half hours west of Chicago, is a vibrant community and home to the World Headquarters of Fortune 500 heavy equipment manufacturer, John Deere.
MetroLINK which provides bus, paratransit, microtransit, and ferryboat service, was recently recognized as “Best of the Best” by the American Public Transportation Association (APTA). It operates a CNG/electric fleet and is currently implementing a $70 million capital plan, which continues bus electrification, regional EV charging, a contactless fare payment system, and facility upgrades.
The CEO will provide strategic, financial, policy, and operational leadership in concert with the Board & Senior Leadership, managing all aspects of service provision. S/he will employ emerging industry best practices, lead, mentor/train staff, and work collaboratively w/MetroLINK’s represented workforce.
S/he will also manage relationships with external stakeholders, community and political leaders, policy makers, government officials, regulators, and industry leaders.
Desired Qualifications
Bachelor's Degree from an accredited college/university in Planning, Public Administration, Business, Transportation, or related field. Master's Degree preferred.
Minimum fifteen (15) years progressively responsible management experience, preferably in transit, w/minimum of five (5) years supervisory experience OR equivalent combination of education, training, and experience.
Customer focused strategic thinker, change agent, problem solver, w/proven financial management/budgeting, analysis, procurement, and policy development expertise.
Proven success in organizational transformation.
History of advocacy to ensure funding support for MetroLINK’s operations.
Collective bargaining/negotiation experience.
Excellent interpersonal and communication skills w/internal staff and external stakeholders.
